I was thinking of centralising the nether hub at 0,0 on lava sea level when 1.16 update comes out. The pathway extends to the four cardinal directions with portal interval of 50 or 100 blocks (up to the current world border if you guys want) so that whenever new players come to vanilla they can quickly travel long distances in the nether. Of course I'll be putting a nether portal directly below the spawn point so it's easy to access.
When we're going to build the hub, we need to flatten it out (using tnt dupers or the like) so that it can be open space, easy to navigate and create a new portal. This also benefits players without an elytra yet to not climb/walk up the stairs like what I did in my tunnel staircase.
We can spawn proof the nether hub by putting slabs/carpet.
We can also put portals in the ordinal directions alongside the main roads just because.
You guys can decorate your own portals and the walkway branching to the cardinal or ordinal pathways (you shouldn't modify the cardi/ordi pathways)
Portal frames will be 5x5 (3x3 portal space) so that you can transport horses easily without it getting killed.
The pathway will be made out of ice roads (目口目)

I’d like to suggest that the floors of the hallways along cardinal direction be color coded with carpet, So someone can easily say “I’m on the red line, blue line” etc. Players can still decorate their hallways/Thresholds as they wish.

Another suggestion: have players donate claims to the nether hub. Players must claim 100 block claims at a time. So it’s possible to claim 5x20 plots. Split the hallway right down the middle so players can claim both sides and stop all attempts at griefing. If they give permission to the mods then when any new player wants to do construction, all they need to do is request permission from the claimer or the mod on duty. Much easier than subdividing claims which is possible but a bit complicated. Also gives players some ownership over public projects so griefing is less likely. Less work for the mods as well.

yeah colour coding is good.
